The 1790 and 1800 Virginia censuses were destroyed.  The entire 1890 census was destroyed.  Counties lost to West Virginia when it was formed in 1863 are treated as if West Virginia had exised from the start (q.v.).  Two years may be associated with the formation of a county, the first is the year the county was legislative approved, the second is the year the county government was locally organized.
