In 1790, the U.S. capital was still in Philadelphia, PA, so there was no 1790 DC census.  In 1791, the District of Columbia was formed from Montgomery and Prince George's Co., MD.  Based on the indices at Ancestry.com:  in 1800, the population of DC was a mere 1166; no 1810 scedules are extant; in 1820, the population is still only 5103; in 1830, it's 6569; in 1840, it's an inexplicable 6199; and in 1850, it's 48,106.  It's obvious there is something wrong with 1840 census and that it cannot be complete; and given the low numbers in the earlier censuses, one wonders how complete they are.  The district entered the Union on 21 Feb 1871 as a municipal corporation.

There were no CORBINs/etc. indexed in the 1800 thru 1840 censuses of the District of Columbia.
