Jeremiah should be age 30, not 40.  It's likely that Mary was the informant and that she lied about Jeremiah's age to make him appear older than she was, rather than younger.  There were many widows in the wake of the Civil War, and it's not unusual to find one married to a younger man.

5.  1880 Census: Every-Name-Index/Extraction (online at FamilySearch.org); Every-Name-Index/Images (online at Ancestry.com, Image #12 of 49):  Union Twp., Snyder Co., PA, Roll T9-1194, p. 65D, PN 12, SD 7, ED 149, enumerated 5/7 Jun 1880, official enumeration date 1 Jun 1880 (extracted by Diana Gale Matthiesen):¤•

Again it appears that Mary was the informant and that she likely lied about Jeremiah's age to support her (whopping) lie about her own age.  If Emma's father was truly born in NJ, then she has either been adopted or she's Mary's child from a former marriage.  The only one of Jeremiah's children who could be Minnie WITMER's mother is Delilah.
