Eliza and Liza are probably the same person.  The fact that, in the 1900 census, Louisa indicates having had 13 children suggests she considered the three FOLSE children hers, though it could also mean that there were three more HOWARD children who died in infancy and whose names we do not know.  It may be that the FOLSE children were adopted, but like many adoptive parents, they made an effort to make no distinction between their adopted children and their biological children.

Obviously, the enumerator was using "daughter-in-law" to mean something other than its current definition.  Is this Eliza FOLSE in 1880 the Liza FOLSE in 1900?

I can't make sense of this record, even if we grant that Louisa has shaved a decade off her age.  It says our subjects have been married 20 years, yet the three FOLSE children would appear to be Louisa's from a former marriage.  Or were they her niece and nephews?  But if so, why are they not listed as step-children?
