Eliza is actually Hugh's wife — she should be age 31, not 3 — which raises the question as to whether the enumerator wasn't also wrong about Mary's age.  (This enumerator was no paragon of neatness or clarity.)  It's unusual enough for any man to marry an older woman, as Hugh did, but extraordinary to have married a woman nine years his senior.  And either Mary's age is wrong here, or she's not the wife in the 1840 census. John died in 1851 and mentions no wife in his will, so apparently she died in 1850/51, before him — or she wasn't his wife.
