The first four children are not Phillip's, but are Sarah's, from her earlier marriages to Phillip's brothers — the relationship is supposed to be with regard to  the head-of-household, so they should have been labeled, "step-son/daughter."  In the 1900 census, Sarah indicates she had ten children total (with six surviving at that time).  Nine of them are accounted for here; the tenth must be Urias's deceased twin, Elias.
