R1b is the most common haplogroup in western Europe, reaching a frequency of 70-90% in the British Isles (please see distribution maps), so it is not surprising that it is the most frequent haplogroup in the project.  R1b is the haplogroup believed by some to have populated Europe from an Iberian refugium when the last glacial ice sheet retreated about 10-13,000 years ago.  With the advent of deep SNP testing, such as the BigY and NGS Geno 2.0 test, research into the distant ancestry of his haplogroup is currently very active and our knowledge of it expanding accordingly.

Our subject has no matches with surname ELA, but he does have matches with two HEALYs, both descendants of William HELE / HEALY, 1636 immigrant to Massachusetts Bay Colony.  I would like to encourage the ELA to upgrade to 67 markers, to make certain this match holds up.
HEALY #379001 has joined the ELY project, and I would encourage HEALY #N79449 to do so, as well.  I would also encourage ELA #72291 to join the HEALY project.  (You're allowed to join more than one surname project if it is appropriate, and in this case, it is.)
Our subject has no meaningful matches at Ysearch (as of 12 Aug 2016).
         
Secondary sources disagree substantially on the parentage of William HELE / HEALY (1613-1683), immigrant to the Massachusetts Bay Colony in 1636.

These ELYs have several hundred matches at 12 markers, a handful at 25 markers, and none at 37 or more markers, except with each other.  For an uncle-nephew pair, a genetic distance of 3 is rather unusual, but certainly not impossible. 
The mutation at DYS413a/b is a RecLOH (Recombinant Loss Of Heterzygosity).  It is most likely the case that the 23 allele overwrote the 21 allele in a single mutation, not that one of the alleles mutated a single step twice.  Therefore, the change is a single mutation event, and for the purpose of calculating genetic distance, is counted as 1, not 2.

Given our subject's matching the modal haplotype for R1b-P312 at 12/12, he has over eleven thousand matches at 12 markers, all in other surnames.  He has one 12/12 match with a HEALEY and one 11/12 match with a HEALY, neither of whom has tested above 12 markers or supplied a lineage.  It would be worth contacting these two individuals to encourage them to upgrade to at least 37, preferably 67 markers, and to share their lineages.

•  At 25 markers, he still has over 3600 matches, but all matches are in other surnames.
•  At 37 markers, he has a few dozen matches, all in other surnames and with GDs of 3 or more.
•  At 67 markers, he has a handful of matches, all in other surnames and with GDs of 4 or more.

In other words, so far (as of 14 Aug 2016), our subject has no significant matches in the FTDNA database.

Our subject has taken the R1b-M343 backbone SNP Pack, which places him in the FGC5494 subclade.  FGC5494 is not a terminal SNP, in fact, it represents a substantial branch on the R1b-P312 haplotree as shown in the R-FGC5494 project at FTDNA.  If our subject wishes to take his SNP testing deeper, the cheapest way would be to take the R1b-L21 SNP Pack.  In the long run, rather than taking SNP Packs and individual SNPs, it can be cheaper to bite the bullet and take the BigY.
