Who is "Tout."?  The name appears to be an abbreviation.  The only female name I can think of that is close is "Tottie," a diminutive of Charlotte.  Charles's only daughter who is age 17 in 1870 is Ella, so she should be age 27, not 23.  That leaves Leah or Eunice, but they should be age 35 or 33, respectively.  All I can surmise is major confusion on the part of the enumerator.
