I find it difficult to believe Joseph and his wife were born on the exact same day, and the fact that they give different ages in the 1850 census indicates they weren't.  A quick check of the 1900 census shows Eliza's birthdate as "Oct 1817," so it appears Joseph's birthdate is the one that's wrong.
