Over and above being faded, blurred, and generally hard to read, this is one of those records where the imbeciles at NARA scribbled numbers over the given names of the heads-of-households, so you can't read them.  Ancestry.com has him indexed "George W Hou Stroup"; Genealogy.com has him indexed "George H. STROUP."  His tombstone reads, "George M. Stroup," so without compelling evidence to the contrary, I'm leaving it at that.
