There are only two Henry ROSEs indexed as being in Washington state or born in Washington state (there are none in/of Oregon) who are close to being the age of Florence's son, and this is the only one of the two who has a mother, Florence.  So, despite the discrepancies in the birthplaces, this almost has to be the same Florence who later married Harry STRAUB (the alternative being that she was missed, entirely, in the 1920 census).

Florence appears to be fibbing about her age.  Column 15 is "Age at first marriage."  Harry cannot have married at 21 because, in the 1920 census, he was age 23, "single," and still living with his parents.  Given the age of her eldest child, it seems unlikely (though not impossible) that Florence was only 16 at first marriage, but that may mean Harry is her third husband, not her second.
