As only David appears to have changed his name to RUPERT, it may be that only David was legally adopted and that the others simply lived with them.  I have no explanation for the discrepancy between David's age and birthdate in the 1900 census (viz., æ 18, b. Jun 1881) and other records, beyond an error in the 1900 census or that these are different persons.
