I wouldn't think this was our subject, except 1) I can't find him anywhere else, 2) he works for the Gas Company, and 3) his presence here would explain how he met Margaret. As a boarder, there is no way he would have been the informant on this record, so we have to assume the head-of-household was guessing at the birthplaces for Russell, perhaps because these were places he had talked about having lived.
