As the first man listed, our subject appears to be in command of this vessel.  All the men's ranks were abbreviated; I have no idea what the abbreviation "Midir" stands for (if, indeed, I read it correctly); our subject is the only man with that rank, whatever it is.  He was also the only man with "R" and "H" in Columns 26 and 28.  Was he the only man living ashore?

Kauffman James L ?? Commander ?? Md Anapolis 217 Hanover St M W 32 M Y Y OH PA OH Y Officer
As the first man listed, our subject appears to be in command of this vessel.  Some dodo wrote "Head R" over his rank, so it's hard to read.

NOTE:  how the enumerator managed to make two visits to 217 Hanover Street (appears to be an apartment building) and come up with two such different readings is beyond me.  This enumerator obviously had no idea how he was supposed to fill in the Street Numbers (Column 2), Dwelling Numbers (Column 3), and Family Numbers (Column 4).  He put the street numbers in Column 3, left Column 2 blank, and only sometimes filled in Column 4.

4.  1930 Census Index/Images (online at Ancestry.com):  I found son, Draper (æ 19, b. CA), living at the U.S. Naval Academy in Annapolis, MD, but I can't seem to find his parents — and I really looked.
