The enumerator botched the relationships here.  "Almeta" is Bessie's remarried mother, which makes Bessie Rufus's stepdaughter, not his daughter-in-law.  Richard is thus, Rufus's step-grandson.  Arthur and Henry are Bessie's brothers, so they are, indeed, Rufus's stepsons.
