The fact that there is no "1" in column A means either that Richard is under 21 (unlikely, considering that he owns 800 a.) or that he is not living in the county, but merely owns the land (i.e., he's an absentee landlord), or that he has been excused from paying taxes for some reason (illness, poverty, public service, etc.)

191 272  5 Jan 1818 On motion of Henry Hopson agent for Richard Thompson, ordered that Joshua Brockman, Joseph Mason, Thomas Bronaugh and Benjamin Benham or any two be appointed Commissioners after being first duly sworn to establish the beginning corners and special calls of the following tracts of land in this County to wit:  one tract of 175 acres entered and surveyed and patented to Joshua Cates assignee of the Justices of the County Court of Christian and deeded to said Cates to Richard Thompson lying on the West Fork of Red River, one other tract of 151 acres granted by the Court of Commissioners under the thirty dollar law to Jacob McFaddin and by him deeded to Joshua cates, on a certificate no. (left blank) lying on the same waters of the first tract, and that they meet upon the premises and proceed to procession the same according to law and report.

HARDIN and deeded by him to JOSHUA CATES to said RICHARD THOMPSON. S/Henry Hopson attorney for Richard Thompson  Advertisement in Western Hemisphere by D.S. Patton, editor.  Commissioners:  JOSHUA BROCKMAN, THOMAS BRONAUGH, JOSEPH MASON.  Surveyed by EDWARD BRADSHAW.  C.C. OWEN SMITH & HARVEY YOUNG.  DANIEL FRISTO made oath March 31, 1818.  YOUNG EWING made oath March 30, 1818.  Rec. April 10, 1818
Richard appears to be an absentee landlord, with Joshua Brockman living on the land.

Another indication that Richard Thompson is not living in the county, because if he were living in the county, he would have been taxed as a white male over 21.
