The only other CHRISMAN on the tax rolls is George CHRISMAN, Sr. (s/o Michael CHRISMAN of Worms). Jacob appears on the tax rolls only this one time.

Jacob is on the rolls as an adult, 21 or over, which means he had to have been born in or bef. 1788.  George's son, Jacob, was supposedly born in 1799, and the 1820 census shows Jacob could not have been born before 1794.  The fact that Jacob, son of George, married in 1820 also argues for the 1799 birthdate.  So, who is this Jacob CHRISMAN on the tax rolls in 1809?  He's gone in 1810.
