These are almost certainly Charity's parents — DE VELANGIN is a very rare surname!

2.  1850:  I haven't looked at the male PATRICKs in Baltimore (for one with a wife named Charity) because I suspect they were married after the 1850 census was enumerated.  I base this not only on the age of the first child, but on the fact that the pedigree online at the LDS (see below) does not identify Charity's husband.  And as this is not my line, it's not worth the investment in time for me to check.
