See Helen S. Ullman, "The Three Messengers: Henry, Andrew and Edward: Clearing the Decks", New England Historical and Genealogical Register, Vol. 152 (July 1998), p. 362.  She states:

"In spite of what has appeared in print in numerous places, her maiden name was probably not Mills."

When he referred in deeds and in his will to Zachariah Mills as his brother, he was referring to the fact that Zachariah was the husband of Samuel's sister Abigail.
