Given that, in an HTML table, it's easier to combine cells than it is to subdivide them (at least with the software I'm using), each Section has already been divided into quarters, then each quarter has been divided in half vertically.  If you need to divide a few of the eighths horizontally, the easiest way is to use an HTML horizontal line, rather than to create another row in the table.
