William and Marilla are Zelia's parents.  The census-taker seems to have messed up the birthplaces.  He switched those of Zelia's parents, plus, based on her marriage record, Josephine was born in Indiana, not Montana, which makes Zela's record wrong — unless she's adopted, which could explain several of the anomalies in this record.
