William's parents are both still alive and living together, so the elderly woman is almost certainly Phoebe's widowed mother.  The enumerator obviously didn't understand how to use the "occupation" field because the only adult male farmer is William.  Montgomery Co. is adjacent to Audrain Co., where William's parents were living and where William and his family were living in the next census.
