Joseph's mother was in New Baltimore, Somerset Co., PA, in the 1900 census, but Joseph was not born there.  In the 1860, 1870, and 1880 censuses, Joseph's parents were in Juniata Twp., Bedford Co., PA.  I suppose it's conceivable that Joseph was on a trip to Minnesota and died there, but based on the censuses, we'd have expected him to have died in Republic, KS.  Given the gross error for the place of birth, one suspects another for the place of death.
